It's nice seeing the Scry lands. The more I play them, the more I like them.

The Lightning Helix/Kitchen Finks slot is very interesting. I guess with Resto, Finks gives the most (chance at) value.

So that's a 5% difference in hitting the white by T4 right? 1 in 20 games you will not have white, where you could with a more conservative manabase. That's like one game in a 7 matches. Doesn't seem irrelevant, but that's not including the counterpoint of having more untapped lands / scrys.

I haven't gone on the Pack Rat plan, but I think 3 Pain Seer / 3 Spiteful Returned / 2 Thrill Kill is a good mix in the 2CMC creature slots. What numbers are you working with for the colour requirements? You need 20 for RR T2, and 19 (what we have here) for on curve phoenixes. I guess counterflux/dissolve wouldn't be horrendous, as they are fine later on.

Assuming 3 Mutavault, the 4th Guildgate doesn't make any sense as having a Temple of Silence over it gives you 19 red and still 12 white.

With 4 Mutavault you need the Guildgate for red.

Milling out doesn't seem like a concern unless you are playing a grindy control mirror, and Phoenix is typically good there.

I found this sort of deck wins very quickly once you've stabilized and gone into kill mode, you have burn to throw at the dome unlike other control decks.
