Pretty much
I've explained using math and everything it makes more sense to simply buy the singles you want then to buy packs
Time and time again, he gets literally opens all the rares we need out of packs.
No shit, I asked what he had for mono black and he literally had everything I was missing aside from Hero's downfalls (which I just finished my set of)

You know, while owning the shop I encountered that sort of thing a lot: sometimes, for a period of time, people would just open what they needed/got luckier with their packs with their packs and could trade into what they needed. It generally works for about half a set (I usually called it the half-life of the set), and produces the most fascinating effects on the local meta. There was one kid for instance, he didn't have a lot of spending cash but we let him clean the back rooms for us for 2 packs a week, and for about 5 weeks straight one of those two pity packs would contain a
Jace the Mind Sculptor. It also happened on a local scale, I noticed for a while that
Snapcaster mages were easier to come by at my shop than elsewhere, to the point that I started to wonder if Wizards was janking their own variances to subtly push certain strategies in a micrometa.

They're usually called "force moves" when you're trying to outgambit a gambit.
